How to Use It

1. Choose a chapter. The map moves to the communities it serves.
2. Choose what you want to see. Turn map colors on or off in the left panel.
3. Click an area on the map. Its risk and community information opens on the right.

What the Map Colors Mean

Every scale reads the same way: green means lower measured concern, yellow means moderate, and red means greater measured concern. Higher values mean more risk, vulnerability, hardship, or historical disaster burden—not that a community is “bad” or automatically a priority.

Some rural census tracts are very large because few people live there. They may look like counties, but they are still census tracts.

Why Only Some Tracts Are Colored

The displacement-risk layer combines several risk and community factors. Only the highest 10% of tracts within each chapter received a risk score and color. Within those colored tracts, green is lower and red is higher—but every colored tract is still among the chapter's highest-risk tracts. You can still click any tract to learn about it.

This tool gives background information. It does not show an approved priority community, make a recommendation, or submit anything.
